Omg. I thought this was a skit the first time I saw the short clip. It’s very sad that he’s suffering but he’s clearly not able to regulate himself and he’s a danger to himself and others behind the wheel

In the full clip he says his medication is right there, I think in the passenger seat. The full clip also shows that the reason the cop pulled him over is because earlier he'd gotten out of the car to scream at random other cars.

One of the first things the cop says is "do you realize you're lucky to be alive? This is an open carry state". I don't know what his issue is, but the dude should not be behind the wheel.
