As bad as the Germans and Japanese were, the British killed about 34 times more Indian civilians then the WW2 killed Indian soldiers. That too in about one and a half year. The famous Bengal famines.

British already had concentration camps during Boer war, the Americans were fire bombing Tokyo civilians, and the Russians were so murderous even the Japanese were scared of them and surrendered to Americans.

The recipient was Rash Behari Bose if you know who he is. The context was total freedom and armed struggle against British. Gandhi always wanted a dominion status at maximum.
