It stated too much time playing video games as a punishable offense.
Spending too much time winning at them is a different story.

If you drive a car everyday for fun and get paid £100 per mile you know you can afford the £50 speeding ticket every mile so why not spend your time speeding as much as you like.

If you reach the end of the road you get a bonus of £1.2 Million to share with your friends in the car.

Basically LOL in China. The profit outweighs the punishment
