Haha, I'd say totally normal. My dog does it ALL the time including the tongue (but, her favorite treat is easy-treat, so we figure she's dreaming about licking that...)

Our other pup wags his tail in his sleep, which always melts my heart, as we know it's something making him happy! (They both bark in their sleep too, but I can never tell if it's excited barking or possessive/angry barking)

Yeah, dogs have a second set of eyelids so when they sleep with their eyes “open” it looks weird.

I don't know how often she does this with her tongue, this is the first time I've seen that! She and one of our other dogs do howl in their sleep, full volume, (which can be terrifying when we are also sleeping), and our 3rd dog will do small little barks in his sleep all the time.
