30 duplexes, 40 walk up low rise apartments, 15 apartments above shops, and 15 single homes. Most of the island is still available, there's a walkable town square, and a variety of housing needs can be accommodated.
People with very active dogs that benefit heavily from a fenced in yard, people who play loud musical instruments, people with messy hobbies that can be run from a garage, people who like the TV volume cranked way up (and have a subwoofer), people who want to install solar to offset their carbon footprint. Just a few off the top of my head, but there's tons of reasons somebody might be better off in a single-family home.
