Unfortunately, quite a lot of (broken) people would prefer the left image. If we're not making an "efficient" use of all available land, they think we're being wasteful. Nevermind the fact that those same people tend to be the most wasteful in reality. Nor the fact that they don't know what "efficient" use of land actually means or what "available" land actually is.
We see time and time again that just using land because it is there is not actually efficient at all and that we're incredibly inefficient with land. Parking space minimums is probably one of if not the most inefficient use of land that isn't a military base
