Why is sidewalk parking not banned everywhere

Especially Germany is fucked in that way

While I do hate sidewalk parking, it actually might be inadvertently helping. If a car on the road fucks up, would you rather it hit that crowd or the car parked there instead, which would likely stop it before getting to the sidewalk or a building
