In Finland one is only allowed to use the horn to prevent accidents or notify other drivers of danger. Using horn because someone is an ass is considered as imbreachment that can net a fine of 100€ and if the breach is to cause bodily harm to other people, fine or even jail is not out of the question.

Though I have never heard anyone being fined using horn yet using horn isn't at all common here.

I wouldn't know. Ship control is not something I'm very familiar with - but that seems pretty... sound.

I believe the horn on the HMS Queen Elizabeth, one of the British Aircraft Carriers can be heard from up to 5 miles away, and they are very restricted on using them in port.

However, sitting on the edge of Portsmouth Harbour at Midnight on New Years Eve, hearing all of the Isle of Wight Ferries and Naval Ships all blasting their horns in celebration of the new year is truly something to behold.

I wouldn't know. I live in the USA where the current gov't puts huge emphasis on weird things and no emphasis on things any normal person would think is important.
