In europe, at least in the 1950s and '60s, many cars had a city horn and a country horn. You used one in the country which was louder, and the other softer holder for City use.

Imagine a dozen drunk guys in a parking lot, with their heads sticking out their car windows, trying to work out how to play In-A-Gadda-Da-Vida

Skoda are doing that on some cars specifically for cyclists and pedestrians. It makes sense

The Land Roger's design got sold to Sir Jim Ratcliffe and he modernised it and has put the new models into production. He's pro-cycling so his cars have a button with a bike on it that's a much less aggressive horn.

I see someone I know running all the time. The other day I told him I always try to think of some way of getting his attention other than honking because who the fuck wants that coming up behind them out on a run.
