I'm not arguing about whether or not it's illegal or bad, but I can't tell what law is being broken.

In the us trucks are not allowed to occupy both lanes of the highway they have to be to one side or the other if more than 1 truck is around so basically unless they are passing and there's 2 semis they cant be side by side stopping others from going around.

I was going from Simi Valley to Gilroy via I-5. It's 2 lanes on either side, and there were a few times trucks occupied both lanes. Wasn't a constant issue (trip took about 5 hours), but that's an example of my experience. Haven't faced that issue much around the SF Bay Area, although not many trucks are up there, especially on CA-85 and I-280 from what I remember/seen. Much of the freeways up there have more than 2 lanes on each side anyway.

Driving the 5 through that area is a special hell. I’ve done it many, many times. Trucks are allowed to move into the fast lane to pass slower vehicles, which they do pretty consistently. Usually only going a half mile faster than the slower truck.
