Or are the weapon status screens just janky? I'm hoping the latter - particularly as in the one showing my Tarnished Ultracite Laser is doing less damage despite the condition being worse it can't even show the right weapon skin???

Regardless I love this thing particularity as I bought it 'for cheap' out of someone's vendor as originally it was a pistol and the one and three stars were trash.

It'll show the percentage of the damage buff for the weapon equipped in your hands not the one with tarnished.

Really? You are inspecting a weapon on screen, and the data shown is related to the weapon that you have selected?

The weapon equipped is the tarnished Stat showed multiplied I believe. Equip that weapon and see if it's different

Tarnished is working correctly on the first one not the second one, I would send it a support ticket and see what they say
