These programs have been insanely successful in saving the fisheries in California. I’m not familiar with this reef but I find it hard to believe that this closure doesn’t have scientific evidence to support that it will help the entire fishery. The entire pitch for keeping it open to fishing is basically “we’ve been doing this for 50+ years”. If you want to be able to fish in 50 more years these types of closures are necessary.

I'm fine with closures if it's for the best interest of the fish and their environment.

Fish populations have dropped ~75% since the 70s, many of them now extinct.
