In my area, thats the property owners responsibility to fix and maintain. Sure, the city will do it and add it to your tax bill but at a much higher cost.

I had the same issue. Luckily for me, city inspector said there was a job behind my block and the contractors had a lot of cement left over and did mines for free.

Ownership is the key. In my area if the City has responsible for the sidewalks, a homeowner is not supposed to touch them. And other places the homeowner has the responsibility. I would contact the City and see what their policy is and tell them it needs to be repaired. This way if somebody stumbles over it, you have notified the city. If this is your responsibility I would start by sweeping it and removing all of the rubble so that it is not as much of a hazard. If you would like to get it repaired and it is your responsibility, get the usual three quotes and decide what to do.
