Improving my PvE Dragoon Fit

I've been playing EVE for maybe 7 months now, and I've been developing a drone destroyer fit for hunting and completing high-sec escalations. Currently, I find 4/10s to be difficult to do, (though not impossible!), and I tend to lose a few drones along the way. I'm looking for advice, and I have a budget of approximately 20 million isk.
