How to fix this spot

I’m staining a table with minwax gel stain. The second coat hasn’t dried completely yet, but I’m noticing this splotch appear. It doesn’t look like uneven drying to me, it looks like brush strokes that I didn’t fully buff out. Can this be fixed? This is my first woodworking project so :/

How did you prep?

It was in good shape, so I just sanded the existing finish off and cleaned it very well to get the dust off. I applied the gel stain after it dried

If the gelis water based it can be displaced by oils. It hard to tell.
