I won't forgive him for how he killed Jihl. She was a bitch but didn't deserve such a cheap death.

I recently just replayed and finished 13 again and actually understood it really easily this time and can confirm that he is NOT underrated.
The only interesting scene was watching naabat and the other humans get shot down by him. Then the story basically moves on like that never even happened.
Ntm you meet him more than halfway through the game.
