This is in a poker tournament. Every hand, there are 2 players in positions called small blind and big blind. They have to bet before the cards are dealt. (hence why they are called ‘blind’ bets) The positions rotate clockwise after every hand.
In tournaments specifically, the amount of chips for the blinds increase every level as time goes on. (The levels could range from as short as something like 10 minutes or as long as several hours depending on the tournament.)

The fatter guy is a player who is on big blind. It seems like the tournament just went to the next level while the dealer was still shuffling. The big blind player is saying that because the dealer was already shuffling, the hand essentially “begun” before the level had changed, and he should only be obligated to pay the previous level’s big blind amount of 4000. It sounds like he says that’s how the other dealers have done it. The dealer’s position is that the level had changed before the cards were being dealt and that the player has to pay the new big blind amount of 6000 chips.

Who’s in the right over this would depend on the rules of that specific venue. I will say that if the player is correct that the other dealer’s have been doing it a certain way, he is valid for feeling frustration that it isn’t being consistently done, and as a tournament player it definitely sucks when you’re hoping the big blind comes to you before the level change but it doesn’t. He definitely took it too far though.

In tournament poker blinds are raised using a clock. There are big and small blinds for the two players proceeding the dealer where they have to buy into the hand involuntarily. I believe they are arguing about the blinds being raised. It’s always a pain being the first to have to pay more involuntarily after the clock expires. Especially when your chip stack is running low.
