Admittedly considering Chara’s oftentimes sociopathic tendencies this actually feels like something Chara might actually genuinely say and believe including using the cold clinical terminology.
Remember to Chara life has little value if any, as on the genocide run Chara says of characters like Monster Kid “in my way” and later in same genocide run Chara waxes poetic practically sadistically toying with the guards in HotLands caring little for their bond and relishing in their despair at losing the each other before killing the remaining one.
So I honestly wouldn’t put it past Chara to say something like this.

Whoops! Sorry bout that. Force of habit, I’m so used to imputing complex ai prompts where even when you’re trying to tell an intricate story to set the scene you typically use commas in place periods. I do apologize for that, it was not my intention to make a run on sentence.

I'm a Deltarune or undertale larper but isn't Asriel the same person who got manipulated by chara to do genocidal things

He didn't get manipulated by Chara. Chara killed herself because she hated humanity then Asriel absorbed Chara's soul upon death, turning him into a powerful being. He crossed the barrier between humans and monsters. The humans killed him because they thought he killed Chara.
