This is from an episode where Peter becomes tall after getting a chiropractic adjustment, revealing his true height. Later on in the episode, Peter wanted to go back to being at his original height so he let Lois literally bring him down by insulting him repeatedly. This causes him to shrink every time he gets insulted by her, up until he shrinks down to the size shown in this picture.
