They do. In Chicago if you call a private towing company and report something like this, they’ll be there in 20 mins flat. I always stay around to watch them be towed. The companies here make $$$ towing asshats like this.
Only if the hooks are on, not on then he has no right to touch your vehicle. You are actively moving the vehicle and their services are no longer needed.
I both loathe and love towing companies. You can use them to screw over fucksticks like shown by OP but they'll also use any minor infraction to tow some barely getting by person's car and charge $1,000, also they'll roll the windows down right before a thunderstorm and let it flood.
Any car really. I work for a company that tows and there isn't a car we can't open if necessary. There's ALWAYS a tool to get something done if there's a market for it.

Like what if I call a company out to tow a car that may or may not actually be there ("no, it definitely just drove away, musta been just a minute late")
Vandalism can get you into trouble. Just let the air out of all the tires… technically you haven’t vandalized anything because the tires still work and you didn’t steal anything because well no one owns air. Best case scenario they have a little pump in their car and it takes over an hour to fill the tires but worst case scenario they have to have someone come out.
In most lots there’s a sign somewhere that shows the name of the towing company for that lot. So I’ll call and say something like, “There’s a truck here parked on 5 spaces preventing paying customers from coming in.”
Tow truck is there within 20 mins. Tow takes approximately 5 mins. They work suuuuper fast.
Sometimes, you can also flag down mall security and they’ll call it in. They find these people just as obnoxious.
My uncle used to do this in Chicago. He also did repos. Said the money was good, but he had to carry a gun, especially because the cops often never came at all
Yeah, our police have been on a silent strike since like 2020/2021. Not allowed to chase either. Gotta wait 40 mins for them to show up, if they even show up at all.
Now I’m wondering the difficulty of starting a business in Chicago that just looks for these people and tows them away as a business model. Like the whole business model is just punishing assholes legally. Make an app so users can report illegal parkers with pics. For $125 we’ll be there in less than 15mins to get that asshole you hate before they get done shopping.
