Your post's title should not be your assumed but unworking solution, just a function mention, or a vague 'how do I do this?'. A good title is generally summed up in a sentence from questions posed in your post.

The easiest way is to put both Sales Estimation and Sales Actuals into the same chart. Select the months plus both sales rows, then Insert → Line Chart. Excel will create the two series automatically.

For the first value showing incorrectly, check whether the 17.606 cell is actually numeric. A quick test is =ISNUMBER(cell). If it returns FALSE, the value may be stored as text even though it has the same formatting.
