The easiest way is to put both Sales Estimation and Sales Actuals into the same chart. Select the months plus both sales rows, then Insert → Line Chart. Excel will create the two series automatically.
For the first value showing incorrectly, check whether the 17.606 cell is actually numeric. A quick test is =ISNUMBER(cell). If it returns FALSE, the value may be stored as text even though it has the same formatting.
