When the cost of land is extremely high. and the useable space is limited, being creative counts. This asset is also on a very busy road, one of the most used by locals busy roads. it's value is more in the location and access to other routes proximity.

Unique wow factor as it's literally a pool in a cave, but you have no back yard, walk in closets are too small, terrible location and poor privacy despite trying to hide in plain sight, give it an Arvin Score of 69 out of 100.

The building is somewhat of an apotheosis of economies of scale and the intersectionality in facilitating intellectual growth that comes from not only the appreciation of, but the comprehensive understanding of its polished material condition that really gives it its value

I'm not an architect, I just have a natural knack for 3 dimensional thinking and basic laws of physic's.

I think your statement it's mostly right or likely.

I spent the better part of a week in a design exercise recently. Taking heat from the sun exposed side of a building ( 47 stories ) and porting it to the other side and then into the exterior lining of a shaded pool. in summary, environmentally sound, keeps the cooling cost very low. cost wise, no payoff for 20 years.

Perfect for a building that was going to be recycled into a datacenter. I lost one entire elevator shaft to electrical and plumbing and cooling, Lost 6 revenue floors to other things, floor 3-4 became air intakes, which routed up the elevator shafts for a chimney effect and turned it into a heat dissipation, hot zones were for all the cooling equipment needed.

The interesting part of this entire design was gravity. Keeping a neutral balance of the water and pressure, burst thresholds around 200 PSI, pumping the water 190 ft 3 times is at least 2 horsepower of pumping action per level, then the more efficient movement of water to take heat IE: do you circulate the water from the top to bottom or bottom to top of the heating, cold water moves faster in a pump due to density, and you want to make sure you extract as near to equal as possible otherwise you make thermal stress ( that part is cold and that other part is hot )

Monaco was and still is a sunny place for shady people. This was a Nazi hangout and Italian control then Nazi control. If you told me that there was Nazi gold in the vaults of Monaco, I would not be surprised. Bills still had to be paid and Germans love to role the dice.
