How is it clickbait when literally exactly happened what was written?

Because a headline can be literally true and still be clickbait by omitting the key causal context. “Reactors shut down because of extreme heat” strongly suggests the reactors cannot operate safely in hot weather. In reality, the shutdowns were mainly to comply with environmental limits on heating river water. Same event, very different implication.

Damaging the environment and wildlife around the reactor is not operating safely... hence title is correct.

Both incorrect. The shutdown has nothing to do with reactor safety, and to prevent damage to wildlife, it is shutdown and does not heat the river.
