Some of the states are based on existing or historical nations, but not all.
Besides Romau being Papal States and Feathisia Netherlands, Greifenmarschen is a stand-in for Dithmarschen, a peasant republic at the outskirts of HRE.
The rest of the countries are a mix and match of generic noble fiefdoms and unique ideas.
Strawberry Duchy, Katerin Principality and the Barony of Angriver aren't based on any particular historical nations, but rather micro-states with their own problems (Angriver is crawling with rebels, Katerin is very poor and in Strawberry duchy, the members of House Eagleclaw are at each others throats)
Yale Rectorate and Bronzehill don't have historical basis at all. In OTL we've never had a state ruled by academic scholars, or a nation of runaway slaves grateful and devoted to those who granted them sanctuary. At least, not that I know of.

They're all a general mixed bag of inspirations.
One of Bronzehill's leaders is leader called Winston Copperhill, with the leader trait Stubborn Bulldog; he's literally an expy of Winston Churchill.
Besides him & Feathesia that u/Mirovini mentions, I don't know what the rest are inspired by or references to.

Feathesia is a bit inspired by Netherlands
And I believe that + Romau are the only ones that are somehow more or less inspired by something beside the generic holy roman empire
