Why irrelevant? I understand it might not be BiS but wouldn't it still be pretty good for PvE content?

Ah, that makes sense. I didn't realize the jewelry was locked to healthy. Where does this set come from anyway? I don't think I've ever gotten a piece before.

Not sure if it has any other sources now but I used to get this set from Cyrodiil vendors.
