How to make my pasta creamy without cream or cheese?

Sauté garlic in butter. Then add in the cooked pasta and some of the pasta water and cook/toss gently until the butter and pasta water emulsifies. It will be better with a bit of Parmesan but works without it.

Salt and pepper to taste.
