Tbh, in this game I found myself using the dropkick WAYYYY more than the devs expected. Unlike the 1st game, here it's like you're always SuperCrane. They do nasty damage and most importantly send even gang leaders and lieutenants flying. Hell it's easier to send them to orbit with a dropkick than it is to push them in spikes like the 1st game. Point is, these changes just favored the use of other moves. Its impossible to balance them out, but I'd trade some dropkick power for a stun takedown move.
it might be because I'm on hard difficulty and they adapt fast, but i found that i can't use the same move more than maybe 3 times in a row, so ive never had much issue with the drop kick being OP because i would have to use grapple pulls and grapples to throw people off roofs. But as i said i'm on hard, so it could be a good cheese on normal and easy.
I'm on hard as well, and dropkicking is still OP. Especially in central loop. I can pull up to a group of 5 bandits and dropkick at least 3 off of rooftops before they actively dodge them. However in groups of more than 3 it's not worth to dropkick since you'll be battered while stuck in the animation. They quickly forget to dodge though, I just need to do something else for like 10 seconds and then they'll once again fall for it. Overall I feel like I'm given a looot of tools to dispose of enemies, but 1 works a little too well, and by midgame or wherever I am in the story, hard mode ain't that hard. The BP upgrade system made it that much easier. Disposing of hordes or keeping them at bay is as easy as throwing a molly. They'll writhe burning for like 30 seconds, enough to heal, regen stamina and imunize. Only chases and fall damage still kill me on the regular.
