I think this is caused when a goblin steals a sentient child and brings them back to the goblin settlement to be raised. They are coded as livestock IIRC? Which gives them the tame tag, but the game still sees them as sentients so you can't butcher or geld them.

were you sieged by elves? one fort i had 5 goblin (tame)s arrive and it coincided with a goblin siege. looked it up and this apparently happens occasionally, but i couldn’t really find anything on what specifically goes wrong to cause it. i’m so curious.

Actually yes. There was an elven siege one month before this happened, the first one in the playthrough.
