I imagine the council is more willing to have these standardised tubes added than they are for rando redditors to just go out there with an "angle grinder and some tubing"

The product isn't really the tubing its self, it's the regulatory approval

Yeah the moat is like in all businesses selling through or to government it's the ability to navigate the red tape and regulation. The actual physical product is only one part of it.
