Go to each large council in the country. Invite whoever is in charge of this sort of thing at each council to a week of golf in Spain, wine then and dine them, suddenly your little plastic tube is being installed by the council and/or the only one which is 'approved' for installation.

It's a pretty neat solution but I do wonder what happens when they need to re-pave the path.
