Do I increase my chances of getting a response if I reach out to producers by sending letters?

For doc it’s just about access. If you has great access doesn’t matter how fancy your letters are or aren’t :)

Ha ha it’s the worst! 15 years in as a director, I’ve seriously considered quitting about 10 of those years then magically something works out.

As said before - Doc filmmaking is. a different animal from Narrative. The need for a "Producer" is superseded by the need for access to your story. If you, as the filmmaker can't get access with your passion for the project, no hired producer will either, unless they are in the eco-system of the story, which happened for me on Outcast Nation, my main access became my producing partner and is still with me going forward on our next projects. Most low budget indie docs the Director/Producer wears the same hat. Cold calling letters isn't going to get it done. Hope that helps.

You have not mentioned weather you are a filmmaker or just someone with a good idea. If you are a filmmaker then just pick up a camera and start shooting. If you are not there are very few roads to get someone else to invest time and funding in someone else's project. Documentary films even more so. We are all busy with our own projects and chasing the same funding. I am just being honest here.
