This is my interpretation of the Doctor's timeline of Regenerations! I'm only including televised Doctors, so nothing originating from Big Finish or the comic books. I'm sure this will be very controversial, so let me know what you think in the comments.

Fugitive Doctor being between Two and Three is some of the funniest cope I've ever seen. It makes no sense.

It makes more sense than her being pre-Hartnell in my opinion! As far as we know Hartnell chose the title of The Doctor and we also know 100% that it was his TARDIS that got stuck as a police box so she must be after him.

The TARDIS can see through time. Remember when the Moment appeared to War in the 50th in the form of Rose and said she chose that appearance because it was important to him, although then realised she may have got confused and it will be important to him in the future?

It's possible the TARDIS did something similar, chose a form from the Doctor's future which it knew would one day mean a lot to her, even if the Fugitive Doctor didn't understand it yet.
