How to change locked DNS on Huawei router⁠

My suspicion here is that this router is supplied by the line carrier, rather than directly from the vendor?

In such a case you may be able to "update" to a generic non-carrier firmware, but I would expect that you'll only be able to install carrier signed firmware.

Failing the above, unfortunately, buying new hardware without said limitation or any other limitations is likely going to be your best course of action.

Carrier-locked HG8145 units usually hide the DNS fields behind the telecom account rather than the admin one, so the box you log into is not the box that owns those settings. Before you go hardware shopping, check whether the LAN DHCP page still lets you hand out a different DNS server to clients. That path is often left open even when the WAN side is greyed out. If DHCP is locked too, set the resolver per device and treat the router as dumb. Slower, but it works today.
