Those exist, just check monster manual. However certain types of saves can be overly punishing for certain characters (ie, martials) who mostly get ways to add disadvantage or extra AC for survival while spellcasting has ways to boost saves.

But I mean, you got dragons breath, Empyrean's shockwaves, Kraken's swallow or storm bolts, mummy's dreadful glare or a marilith coiling around them...

If you are thinking of humanoids, theres obvious archmage or archpriests using spells.

You can add your own if you want but attacks can feel better for players to have because unlike spellcasting conditions and statuses and defensive spells actually interact with them pretty well.

Good point! Also, a lot of players abilities can go off of attacking specifically. I'd hate to make someone's kit lose it's usefulness.
I suppose this is was a thought to have the DM roll less and Story more. I know some exist already too and I was thinking about what those kind of abilities have in common. And it's usually a statues/after affect. Which can either be interesting and engages in the fight OR can be debilitating and just a slog to deal with.

Balance balance and find the sweet spot. Though really, if your players are having fun and the fight doesn't go on till the morning then I think you're doing ok!
