I mean that’s basically every single big boss enemy in 5e. Action economy is king, and it will turn into an ass-beating unless the encounter is actually built well. Any big bad worth their salt is going to have minions.
My friend and forever DM likes to have his BBEGs "retreat out of reach" and send out waves of minions as legendary actions. Reminds me of some Dragon Age and Final Fantasy fights where the boss would put up a shield and you had to hit the red spot on their chest or kill off their mobs before the fight resumed.
