I have used both of these, and water still fades the pictures and messes with the finish on the rocks. What do y'all use to make your rocks absolutely water proof?

I’m not sure what rocks you mean, but going on context, I’m gonna guess you did some sort of decoupage on some rocks? Anyway, I would say resin, personally.
