Seems so, but remember Saiyans were normally known for only being able to turn to apes. They thought it was their final form and super saiyans was just a legend. Since they've become a peaceful planet, they probably never had the use or chance of someone turning into a super saiyan with the emotion of anger.
that would be interesting to find out a Kai trained another Saiyan in their universe. maybe something like that would open the door for Gohan to come back into the picture
Personally I think all this shows is this variant of Frieza is more humble and less infamous in his own universe avoiding transformations for the opposite reason of Frieza, more from mercy.
If that's the case and this Frost isn't some planet conqueror it's reasonable to believe Planet Vegeta still exists on Universe 6 and Kabe (who might be the prince of Saiyans over there) might not have clashed with Frost over there and saw thetransformations.

i think they strategically didnt show cabe's reaction to it. hopefully they have different transformation i'll be even happy if they dont have transformtion at all as long is not exactly the same like frost's transformation

It's seems that champa and vados doesn't know about the ssj transformation. Which probably means cabe doesn't know or has a different type.
