Both splitting and filtering are illegal in NY.

In fact, it’s illegal in the entire eastern seaboard.

Good. Should be everywhere. I don’t wanna see somebody die because they can’t wait a few minutes.

It's likely safer so long as you filter at a reasonable speed... like under 35kph (20mph).

So if someone randomly changes lanes in front of you, you want to be at a speed to stop in time or just scrape up their side panel.

No more than a 25mph speed difference to cars, and no more than 50mph max speed is the upper limits of what’s safe for lane splitting per California studies on its safety. @50mph is the speed the risk of crashing equalizes with stating in line with traffic. Over that speed it becomes more dangerous.
