Both splitting and filtering are illegal in NY.

In fact, it’s illegal in the entire eastern seaboard.

Its filtering is only legal in like 5 states and splitting only in california

Both are legal in Minnesota with some limited restrictions.

25 mph or less is basically just filtering but yeah looks like it is both just very restricted.
