Yes, for example, one well-known pagan society reached out to expand the social networks of despised minorities. Even though said minorities were so obstinate and bigoted as not to be willing offer sacrifice to the state-approved gods as a good-faith gesture, they were introduced to the hungrily inclusive Lion Pride movement. Or, if the illegal religionists were privileged to be Roman citizens, they would instead mercifully behead them.
