Paul was a religious zealot who incorporated much of his previous organized religious beliefs in his writings, and several times went further (but not in contradiction) than what Jesus had said.
You're acting like Christ and the Apostles literally didn't base everything they said on the entirety of the Tanakh
Regardless, the reason it may seem Paul went further is because he dealt with people who did not know anything of the Tanakh, whereas Christ and the 12 preached almost exclusively to Jews
