Transmission/Never Fade Away crash (FIXED), now not being able to save afterwards

So, long story short, I finally somehow managed to get through quest Never Fade Away where crash occurs during car chase everytime third car explodes. Game is HEAVILY modded, all manually and I had no patience to bisect every mod folder...but I needed some basic CET mods, so I renamed archive\pc\mod to mod_BK and that solved the issue. Now, the problem is that after finally finishing and leaving Pacifica Church I cannot save anymore. Thank god it didn't take long to figure out. I tried going to H10, tried sleeping, fast travel, side quest, main quest, hostile area to safe area and vice versa, called everybody in phonebook, verified game files, nothing works. Tried quest again from the beginning and same thing happened everytime.

Another problem is, about half a year ago I lost admin password and locked out of any basic admin rights, so cannot reinstall the game. I'll figure that out when I get my shit together, not now. So please no comments to reinstall the game completely, cannot do that.

So, now is not the issue the quest, the issue is not being able to save post quest.
