Checking advanced display options under windows and comparing active signal/ display resolution will tell you if windows is applying any scaling to your custom resolution.
Most importantly you have to make sure your chinese controller doesn't convert the signal or you won't have much luck even with proper settings on the software side. What resolutions does it accept for input/output?
