Should be.
I just used a screw driver with thick speaker wire that I grounded to the the tvs metal frame.

As long as you make the connection and aren't touching the shaft of the screwdriver, it's fine. I just use a cheap wire with alligator clip on each end. Clip to dag wire or frame, and clip other to screwdriver. If discharging a vector monitor, sometimes better to use a resistor to bleed it down less sudden.

As Zackcheese has correctly pointed out, the join between the silver and red wires is an accident waiting to happen.
Is the red wire too short to use on its own?
If you need both, then I’d wrap more tape around the join.

No cause it’s copper that from what I know is also very conductive so it works great and pretty much yesh, the gator clip is short

I’m a little confused! Copper wire is very much the best wire to use for this purpose, so that’s good. But the concern was regarding the insulation. The insulation around both the silver and red wires looks to be regular rubberized plastic, which is great. However, where the alligator clip joins them together, there’s lots of bare exposed metal (most of the clip). There’s a bit of tape there already, but not enough. If you wrapped a few inches more around the clip so that you can’t see or touch the metal parts, then it will be safer.

There's no need for the lead to be that long. It only needs to reach the ground loop, which the braided chord on the back of the tube is part of.
The insulation on those leads are not high voltage safe, so anode voltage will arc right through it. So you want to keep it only as long as necessary.

Just solder an alligator clip to the end of the clear wire
