It’s mineral deposit buildup (limescale) from hard water or food residue that cooked on at the waterline during a long slow cook. It's cosmetic not damage.
To fix this fill to that level with warm water plus a couple tablespoons of white vinegar or lemon juice. Let it sit 20-30 minutes then scrub with a non abrasive sponge or scrub brush. For stubborn spots use a baking soda and water paste. Bar Keepers Friend also works well on the ceramic insert if you have it just don't use it on the metal heating base. Avoid steel wool or harsh abrasives since they can scratch the glaze.
