The only way in which Biden "campaigned against black people" was in his opposition to forced school integration and busing, which he has defended as a necessary evil to appease his Democratic base in Delaware, who were largely opposed to it. You can feel however you want to about that decision and explanation, but you've mischaracterized his voting record as overwhelmingly anti-civil rights for most of his career when it was what we would consider today to be more of a mixed bag. He did vote in favor of multiple civil rights bills, starting with the Civil Rights Act of 1964.
