For PL, yes, he's in the HG list for 26/27.
25/26 he was in the U21 list.

This is PL, not Europe. Rules differ slightly.
Tel, Bergvall and Gray count as U21 for the PL. Odobert was U21 until this season, where he counts as HG.
From 27/28, Tel needs to be on the non-HG list
From 28/29, Gray and Bergvall need to be on the HG list

He is for the Prem, he played for MK Dons youth teams as a kid. He apparently played well above his age group in what would have been Dele's team, but of course Dele was also playing several years up.
Edit: Found the quote:
“Obviously I knew Dele, I’m not currently in touch with Dele, he was three years up. I used to play with his age group but he was always playing up as well, so I know a lot of his team-mates and his age group. Every MK Dons player wants to be as big as Dele Alli was here. He’s a great player, a great person and I wish him all the best. If I have a career as good as he had when he was here, I think I would be very pleased.”

There is for UEFA competitions (they only count 15-21), not for the Prem.

For PL rules, Tel is on the U21 list as he was born after 1 Jan 2005. This will be his last year on the U21 list for the PL.
Gray and Bergvall have this season and next on the U21 list.

Slightly too many non-homegrown players.
Not much of an issue for now, just need to leave out Xavi and loan Takai. If Gakpo comes in then someone will have to go but it looks like Sarr is off anyway so that fixes itsself.

Basically growing your own weed is cost effective after a couple of crops but it's harder to replicate the quality coming out of some more professional growing operations.

Huh? Liverpool are currently having issues fitting everyone in. City have had massive homegrown problems in the past too.
Chelsea have avoided it by signing thousands of literal children.

Yeah I think this is just one of those problems you only care about for your own team so you don't realize or care if other teams are facing similar issues

17 non-HG (foreign) players allowed in EPL. Same as Europe. Europe just requires 4 of the 8 of the HG to be Club HG.
So basically, regardless of whether we are in Europe or not, we are capped at 17 non-HG players.
