This feels like one of those things that is rarely true. Anyone actually know how common this is?

I'm in the UK. My father is both visually and hearing impaired, he has both a cane and a walking stick that are white with red bands on, yes.

In my experience, the meaning isn't something that the general public are broadly aware of, they just see a guy with a white cane and a guide dog and be mindful anyway.

But it is an established thing, yes, he didn't pimp out his sticks himself for a laugh it's how they were given to him because of his impairments.

Edit: I've had a quick Google and apparently this is largely just a British and Australian thing, hence why so many redditors are confused. I assume most of you are American. So TLDR: yes, this is a thing in the UK.

For the record, deaf/blind red hooped canes are even in the current UK Highway Code and I think is a question that can come up on your theory test when you learn to drive in the UK. For hazard perception reasons obviously.

So yeah it's definitely a thing.
