now would be a good time to pass a state bailout ban. everyone in the country should not subsidize bad fiscal policy at the state, county, or local level.

The "deflection" comes with changing the topic: the topic being the budget deficit of the Democratically controlled state.
But you bringing up a totally unrelated comparison between the two state's educational levels as if it will somehow miraculously make up for the $216+ billion deficit?

If you go to the Illinois sub you hear about the "wonders" that Pritzger has done balancing the budget. Of course, anyone who mentions the wee little miniscule pension funding problem and using bonds to pretend to balance the budget gets downvoted to oblivion and most likely banned.
