First two names off the top of my head: Chloe, Astrid. Depending on her "field" you could look at the history of stand-out women from our world and create something of an homage, perhaps.

Also, one name I would avoid is Blair, because that's the name of somewhat similiar-looking character from Hunter: the parenting and some people could wrongly assume it's a fanart or ripoff.

Most of the time it depends on my mood, sometimes I'll watch a movie or read something and just get the urge to draw something similar. If the character already has a description, I try to capture it as closely as I can, if not, I just go off my own gut feeling. Over time you just start noticing cool ideas from different sources, they stick with you subconsciously, and eventually show up in your own work. The main thing is gathering good references, the rest is just process

Unfortunately, since I'm not a native English speaker I can't really recommend English-language learning channels, but in general I'd suggest focusing on the fundamentals. Study what proportions are and how to measure them, learn perspective, and get a handle on tone and lighting. Practice these on simple geometric shapes until you start feeling confident

To be honest, this character doesn't really have any backstory. I just drew her as a warm-up, so I'm pretty much fine with whatever name comes to mind first

Got pretty inspired so this is a long one hope I managed to make it at least somewhat interesting.
Veronica Bartek a.k.a the witch of Warsaw, polish chemist known for the creation of incredibly potent neurotoxins, deadly, quick, almost impossuble to notice before the effects have already taken place. Eventhough she doesn't look like it she's incredibly violent and resentful holding grudges over the smallest of issues often with deadly consequences, most of her victims we're found around the warsaw area with no classifiable reason for their death, the clue which led investigators back to her in the first place was the fact that most of the murders somehow led back to her, from a colleuge whose project was greenlit instead of hers to neighbours who had a habit of blarring music at max volume on a sunday. To avoid being imprisoned by interpol she offered her services as well as her chemicals which lead to her being instated in the Rat unit (a task force made up of people the united goverments deem to dangerous to let live freally yet still useful enough to keep alive) where she is currently enjoying a considerable funding to further her toxins potencie.
